Before being named CIO of the Office of Personnel Management in February, Martorana worked as part of the U.S. Digital Service team at the Department of Veterans Affairs. Her experience with a tour-of-duty model has her believing that this kind of method — recruiting top tech talent from the private sector on a short-term basis — is one great way for the federal government to develop its leadership. “Modernizing federal IT isn’t about the technology, it’s about the people,” she told FedScoop. “Recruiting is critical and something I spend a lot of time on. Equally critical to bringing in new talent is fostering the talent that exists in your organization.”
